Bugfixes and Enhancements to logger:
* fixed broken logger::services and added tests
* implemented ${log}::services and added tests and
changed docs
* fixed broken cleanup in ${log}::delete and the testsuite
* fixed some bad uses of set in namespaces which could
lead to overwrite of global vars.
used 'variable' instead of 'set' where appropriate
* added introspection commands with docs and tests
${log}::servicename and logger::servicecmd
* added introspection to ${log}::logproc with docs and
tests
* bumped version No to 0.4
* added introspection to ${log}::delproc with docs and test
